Uninstall the SQL Server Native Client for 2012 and install the following using the link below. The version of sqlncli_(x64).msi is 11.4.7001.0

During troubleshooting this issue we found that a new version of SQL Native Client had been installed. 11.4.7348.0 and it was causing the problem. Uninstalling the version of SQL Native Client will reference all the SQL Versions and explain that it might cause problems with those SQL Instances. It is OK to continue uninstalling the newer version.
